Mr. Scott is married to Dr. Bettye B. Scott His wife, Dr. Scott, has studied at numerous universities, including, inter alia, the University of Notre Dame. He is one of two children; his sister: Dr. Sandra Scott Wright, is a health care professional for one of the State of Florida’s correctional facilities.
He was born to Joseph and Mamie Scott (deceased) in New York City. His father was a laborer and self taught “color matcher”/chemist, and his mother a professional singer. Scott senior, remained married until the death of his wife after more than 30 years. He continues to live in New York City.
Attorney Joseph Scott Jr. was the first to attend college, in the bloodline. He attended the City University of New York, (BS Computer Science), University of Notre Dame Law School, (Jurist Doctorate), London School of Economics and Political Science (Law, 2nd year). Additionally he graduated for the United States Naval Officer Supply Corp School, in Athens, Georgia; He was commissioned, and medically retired as an (O3).
PROFESSIONAL EXPERIENCE
General
Mr. Scott is formally trained in multiple disciplines, including Law, Project Management, Electronic Discovery, Systems Analysis & Design, IT, and Litigation Support. His training has allowed him to work in all such disciplines, now for more than twenty five years, in the United States, England and North Africa.
He is a medically retired, decorated, naval officer, United States Supreme Court fellow finalist, and was offered the opportunity to teach Computer Aided Design at the University of Kowloon, in Hong Kong. The quintessential character, that is common to Mr. Scott’s skill-set, is the ability to maintain an overall perspective of the “big picture”, while working at a macro or micro level on a given assignment. He is universally recognized as poised and competent with demonstrated ability to address competing interest while building an acceptable consensus in diverse circumstances; this is particularly noted with his work as a Project Manager, and Mediator.
LITIGATION SUPPORT/E-DISCOVERY
He has managed all nodes of E-Discovery, along the EDRM model, as a Project Manager, litigator, litigation specialist, consultant and trainer; he has lead and managed legal and technical professionals, develop EDD strategies, established and manage vendor relationships, while working directly with clients as required. Project Management responsibilities ranged from initial identification and data gathering of relevant discovery inventory, data mapping, repository inclusion, culling, hashing (sha and md5 protocols), vertical and horizontal de-duplication, family collections, issue and filter identification and processing, privilege tagging and log production, repository conversion to applicable database load formats(primarily concordance and summation), native file metadata review and inclusion, database design, creation and maintenance, advance search training, production handling, to trial presentation, which included such software as Trial Director.
As early as 1983, Mr. Scott worked for LEXIS/NEXIS, New York, NY, as a Senior Attorney/Analyst for Litigation Support, while functioning as a member of project team designing, creating, and implementing litigation support databases for the Polaroid vs. Kodak patent dispute (White & Case (New York))
Mr. Scott continues to train attorneys and IT personnel in the effective use of E-Discovery as defense and plaintiff’s representatives. The training includes the Federal Rules, the State counter-parts, and “Best Practice” for implementing “Litigation-Holds.”; recent development in software, and the implication of recent decisions on their business practices. His client services include hosting of Summation and Concordance databases for numerous litigation support efforts, vendor services to convert and create database loads for client systems, and webhosting for client systems.
MEDIATION
Mr. Scott is recognized as a “premier” mediator for high stakes conflict. The aggregate settlement value of the cases he has settled is in excess of 1.25 billion dollars. He has mediated more than 5,000 cases over the past two decades and more. These have included cases in all parts of the United States. In the past ten years, the bulk of his mediation practice includes Medical Malpractice, Products Liability (Design and Manufacture), and most recently Electronic Discover and ESI issue (both state and federal).
He was the first Director of the Sixth Judicial Circuit of Florida (1989), Executive Director of USARB (Florida), and the current Director of MCWW Inc (Mediation Centers World Wide Inc.). In this capacity he specializes in Electronic Systems Conflict, Medical Malpractice, Complex Civil/Commercial, Personal Injury, Products Liability, and Patent disputes.
He has trained management personnel in numerous Fortune 500 Corporations on the benefits and limitations of ADR. He developed Mediation training curriculum for members of the National Board of Certified Counselors (NBCC), and member of the Louisiana Bar Association. From 1989–1991 he was with the Circuit Court for the Sixth Judicial Circuit of Florida, as its’ first Director of Alternative Dispute Resolution. In this capacity he developed and provided training for members of the state bar, as well as state and federal judges, attended judicial conferences with a goal to inform the judiciary of the potential benefits and limitations of the use of ADR, and to gain consensus, he designed and implemented computer applications for statistical and logistic tracking of individual cases and the overall mediation process, provided periodic reports to the Judiciary on the progress of the project.
LITIGATION
As an attorney Mr. Scott continues, on a limited basis, to handle trial and appellate work. He is admitted, and in good standing in New York, and Massachusetts, and numerous federal agencies, and courts. His current specialty is Electronic Discovery, Church Organization (National & International), Criminal, and Constitutional Rights. He has been practicing law since 1981.
IT, COMPUTER SYSTEMS ANALYSIS AND DESIGN
In 1979 Mr. Scott worked as an analyst/programmer on a project with the LYBIAN EMBASSY, in London, England. Additionally he trained IT personnel in various computer languages; through the CITY COLLEGE OF CHICAGO (International branch, London, England 1979-1980, he taught programming and advanced math.
While simultaneously studying law in England, he traveled back and forth to Libya from London England as a member of a project team responsible for designing, programming and implementing financial and inventory systems onboard Libyan merchant vessels.
In 1978 Mr. Scott worked as the Math Computer Science Department head for the MICHIANNA COLLEGE OF COMMERCE, South bend, Indiana, simultaneous with the study of law. He implemented, and managed first math and computer science department for the college, simultaneously while studying law at the University of Notre Dame. Note: In 1979 he left for England, and resumed responsibility upon return in 1981.
In 1976 Mr. Scott worked for DOW CORNING CORPORATION, Midland, Michigan, 1976-1978, as a Systems Analyst and Programmer. He was a member of IT department, responsible for designing, programming and implementing financial, inventory and “Materials Requirement Planning (MRP) systems in various plant locations throughout the country; programming languages included, COBOL, C, and menu driven IBM proprietary software for distributed systems. He was responsible for developing consensus in remote plants while training personnel on new applications.
MILITARY
Mr. Scott is a disabled veteran and was a UNITED STATES NAVAL OFFICER, from 1972-1976, Lieutenant (O3): He was medical retired (Injured) honorably discharge. Lt Scott was awarded special recognition from Commanders of Atlantic and Pacific fleets for development and implementation of computer systems applications for shipboard and land based supply systems interfaces to the Uniform Automated Data Processing Systems (UADPS).
MINISTRY
Mr. Scott is the head of LIGHT Ministries, which was established in approximately 2000. He is the head of LM-International.Us, and received ordination through Breakthrough Ministries (Rod Parsley), and the United Churches International (Dr. Wyeth). As a pastor, bishop and prelate of LMI, he is committed to, and continues to address, from an ecumenical perspective, the spiritual issues endemic in any efficacious effort of discipleship. For Mr. Scott, Christ is the bottom line, all else is merely chatter and necessary involvement. His wife Dr. Bettye Scott is in ministry.
EDUCATION
Mr. Scott attended the City University of New York, the University of Notre Dame Law School, the London School of Economics and Political Science, and the Commissioned Officers Supply Corp School. He has taken 100s of hours of specialized training in Project Management, ESI, IT, programming, and ministry.
Miscellaneous: Mr. Scotts’ preferred secular study is Quantum Mechanics. His preferred non-secular study is scripture. He is a semiprofessional bowler, and an accomplished musician.
